It seems like so many organizations think that having all development done in-house is so much cheaper. I've worked on several projects where this was just the opposite.
In this article by Bersin & Associates, it describes how they selected to use Articulate over Lectora for SMEs. The throught was the SME/Trainer had to be more tech savy to use a tool like Lectora. However, it appears once the SME/Trainer was trained on software, they could deliver courses with a 3-week turn around.
I discovered another free conferencing tool. It is Yugma at https://www.yugma.com/
Seems similar to Dimdim.
